Submission is the point of no return, and award terms are the thing an organisation lives with for years. Both are handled as consequential acts rather than as file transfers.

Assurance before approval
BuiltA submission package refuses to be built over an unresolved defect. Approval to submit is a separate human act from assembling the package.
Exactly-once dispatch
BuiltDispatch is claimed, transmitted and settled in separate steps, so a crash mid-transmission cannot produce a second submission or lose the first.
Award
Terms read by a person
BuiltAward terms are extracted from the notice and then APPROVED as a reading by a human. The obligations that follow are derived from the approved reading, never from the model output directly.
Amendments as versions
BuiltAn amendment is a new award version with a recorded effect on the period of performance. Applying an older version cannot move obligations backwards.
